セブ島に史上最大の危機が迫っている。なんと海上から、そしてマンゴー畑から巨大な二体の怪獣が現れて人々を襲い始めたのだ。サントニーニョ協会も破壊され、コロンストリートも半壊。人々はサンペドロ要塞に逃げ込んだが、全滅も時間の問題。そして怪獣たちがマゼランクロスを破壊しようとしたまさにそんなとき、宇宙から光が降り立った！

その光の正体は、フィリピンを守るために光の国からやってきたスーパーヒーロー『ウルトラマンガトス』！百万馬力の力を誇る巨人なのだ！セブ島、そしてフィリピンを守るために戦え、ウルトラマンガトス！！
