Gensokyo has long been separated from the outside world, with almost no one coming in or out. In the unlikely event that someone from the outside world should wander in, he or she would be placed under strict control as an alien. This was in place when Gensokyo was established. In other words, it seems to have been in place since the early Meiji Era. Although no records remain from that time, the first alien seems to have been discovered in the early 1890s. As of 2001, there are 100 foreigners in Gensokyo, as far as Hakurei Shrine and the Yakumo family are aware. And the number of foreigners discovered during the time of the previous generation of priestesses is 10. This is the largest number among the successive generations. Basically, the aliens do not bring any kind of harm to Gensokyo, with the exception of the Gensokyo Purification Army, which has become increasingly active in recent years. There are very few records about this organization, but it seems to have received technical assistance from the SS, a paramilitary organization of Nazi Germany. However, this organization was apparently not established in a day or two. It is assumed that it has been active since the time of the previous priestesses.The purpose of the Gensokyo Purification Army's activities is unknown. However, they seem to have the idea of "purifying gensokyo." To this end, they seem to be trying to eliminate not only yokai but also humans. In particular, they are intensely hostile to foreigners, and have been documented to act with extreme cruelty in cases involving foreigners. There is also a strong possibility that they were involved in the series of murders that occurred in various parts of Gensokyo last month. These incidents are very serious for us and must be resolved as soon as possible. However, we have no means to fight them because we do not even know their whereabouts at present. That is all we know at this point. Perhaps there are still many mysteries to be solved. We will continue to investigate.

幻想郷は昔から外の世界とは隔絶されており、人の出入りはほぼない。万が一、外界から何者かが迷い込んだ場合、迷い込んだ者は外来人として厳重な管理下に置かれる。これは幻想郷が成立した当時。つまり、明治時代の初期から行われているようだ。当時の記録は残っていないが、最初の外来人は一八九〇年代初頭に発見されたようだ。二〇一三年現在、幻想郷には博麗神社と八雲家が把握できているだけで一〇〇人の外来人が存在している。そして、先代巫女の時代に発見された外来人は一〇人。歴代の中では最多である。基本的に外来人が幻想郷に何かしらの害をもたらすことはないが、近年、活動が活発化している幻想郷浄化軍は例外である。この組織についての記録は非常に少ないが、ナチス・ドイツの準軍事組織である親衛隊から技術支援を受けていたようだ。しかし、この組織はどうやら一日や二日で成立したものではないようだ。先代巫女の時代から活動していると推測される。
幻想郷浄化軍の活動目的は不明だ。だが、彼らは「幻想郷を浄化する」という思想を持っているようだ。そのために、妖怪はもちろん、人間も排除しようとしているらしい。特に、外来人を激しく敵視し、外来人が関与した事件では残虐極まりない行動をとっていることが記録されている。また、先月、幻想郷各地で起きた連続殺人事件も彼らが関わっている可能性が高い。これらの事件は我々にとって非常に由々しき事態であり、早急に解決しなければならない問題である。しかし、現状では彼らの所在すらわかっていないため、我々は彼らに対抗する手段を持たない。
以上が現在わかっていることだ。おそらく、まだ多くの謎が残っているだろう。今後とも調査を進めていきたいと思う。
